Should Islamabad Traffic Police strictly fine drivers using high-beam headlights on city roads?

High-beam headlights temporarily blind oncoming drivers and are a leading cause of night-time accidents on Islamabad roads. Despite traffic laws prohibiting them in city limits, enforcement is near zero. Should ITP start issuing heavy fines?
