Should toll tax credits be introduced on motorways to incentivize more drivers and reduce city traffic congestion?

Islamabad roads are congested partly because drivers avoid motorway tolls. If toll credits were offered during peak hours, more commuters would use motorways reducing pressure on city roads. Should a toll credit system be introduced?
