Should M-Tag users receive bonus credit when topping up to encourage cashless motorway payments?

Currently M-Tag top-ups give exactly what you pay. If bonus credit was given on top-ups above a certain amount — similar to telecom bonus offers — it would encourage more drivers to maintain M-Tag balances and reduce toll booth queues.
