Install high-beam detection cameras at 10 Islamabad intersections

Islamabad Traffic Police should deploy automatic high-beam detection cameras at the 10 busiest intersections to automatically fine violators without requiring a police officer present.

Manual enforcement of high-beam laws in Islamabad is near zero. Officers cannot be everywhere. Automated camera systems used in UAE, UK, and India have reduced high-beam violations by over 60% within 6 months of deployment. This proposal calls on ITP and CDA to jointly fund 10 pilot cameras at Zero Point, Faizabad, Kachehri Chowk, Sector H-9, and PWD intersections. Fine amount Rs 5000 per violation. Revenue goes directly into road safety fund. If successful expand to 50 intersections city-wide within 2 years.
